Responsible Financial Management 2020 - 2024
As Mayor, Ryan continues to lead Delavan toward a brighter fiscal future. Ryan continues to pay down the city debt, and as Mayor and Finance Chairman, working hand-in-hand with both the finance committee and city council, the city of Delavan has had a true balanced budget for the last four fiscal years.
Over the course of his two terms in office, Mayor Schroeder demonstrated responsible financial management for the city through:

Reducing total city general obligation debt by 37.6% by paying off $6.3M of bonds

Attracting $9M in Federal and State funding; allowing for city improvements without property tax increases

Holding city property tax flat with total tax levy reductions in 2023 & 2024

Increasing interest income from investments by 697%; thus, creating another source of non-tax revenue

Balanced City Budget
With the help of the city council, Mayor Ryan Schroeder waived fees directed at small businesses and economic development—in the form of rebates on liquor licenses, city sewer connection fees—during the COVID pandemic that aided local business in staying open, and attracted new businesses during a very difficult time.
Ryan worked tirelessly with community stakeholders to meet with business owners, to not only retain important businesses in our community, but also toward attracting new manufacturing businesses and thus additional new jobs to the city of Delavan.

2004 Tax Decrease
That year, the Delavan city finance committee had originally proposed yet another tax increase. Determined, Ryan advocated for the citizenry by being vocal that Delavan needed to eliminate wasteful spending. Ryan's actions led to the reversal of the decision. Instead of another tax increase, that year, the people of Delavan realized a tax REDUCTION for the first time in years.
